We need to have this sent from Iqbal Lalaly at the Scout head office.  He has taken care of this in the past and is quite formal about it, so it's a good idea to have Michael Hamilton ask for it.  As long as you have a city email for the firefighter organizer, that will be adequate as a destination for the certificate.
